The Learning Alliance: Fueling a Literacy Transformation in Indian River County

There’s a quiet revolution underway in Indian River County, and at its heart is The Learning Alliance—a dedicated group helping to turn big dreams into reality for local students. Their vision? That 90% of children read on grade level by third grade, opening doors for a lifetime of learning. Much of this progress is powered by Barbara Hammond, the passionate CEO and co-founder with Liz Woody-Remington of The Learning Alliance.
Inspired by her own journey as a mom navigating literacy challenges, Barbara has poured her experience and strategic insight into building partnerships and programs that now drive countywide success. She’s known for her tireless advocacy, and her belief that it takes a community—families, teachers, and leaders united—to help every child reach their potential.
This year, that vision came spectacularly to life:
Beachland Elementary, where over 90% of third graders reached grade-level reading—a milestone achieved by only 3% of Florida schools!
Vero Beach Elementary, a proud Moonshot School, soared from just 38% to 71% reading proficiency among third graders in three years.
Dodgertown Elementary, too, now ranks among the very best in the state for student learning gains.
Because of this sweeping collaboration, Indian River County as a district now boasts some of Florida’s highest gains for struggling readers, along with its highest rates of third-graders reading at grade level—and the district has maintained its A grade for three years running.
It’s not just about numbers. It’s about a community where partners like Barbara, Liz -- and the whole team at the Learning Alliance -- inspire hope, action, and a shared belief that every child can achieve their own moonshot.
